I'll open up the discussion of this question as well.
It seems to me that Anna can reconcile Stepan and Anna because she is able to make Dolly feel important again. Stepan's affair completely erased Dolly's sense of value but Anna's willingness to listen and acknowledge the reality of the situation allowed Dolly to regain a sense of self. Anna made no excuses for her brother -- I believe she called him a selfish dog -- but she didn't belittle Dolly's pain either.
